Mr. Kelly received a B.A. from the University of Texas at Austin in 1973 and a J.D. from the University of Texas School of Law in 1976. He is currently a member of the Texas, Travis County and Houston Bar Associations and the Texas Association of Defense Counsel. Mr. Kelly is a certified mediator. He is a co-author of 'Removal and Remand: When Does a Federal District Court Lose Jurisdiction Over a Case Remanded to State Court?,' 41 Southwestern Law Journal
